Flags at Half-Staff for Dave Volk
August 13, 2026
Governor Larry Rhoden ordered flags to be flown at half-staff at the South Dakota State Capitol in honor of former state treasurer Dave Volk, who served as state treasurer from 1973 to 1990. Volk was the longest-serving treasurer in South Dakota history and became the youngest person ever elected to statewide office in the state at age 25. A celebration of his life was held on the day of the flag observance at the Country Club of Sioux Falls.
Flag protocol
Flags shall be flown at half-staff at the South Dakota State Capitol from sunrise until sunset.
