Flags at Half-Staff for James Carnes

Governor Mike DeWine ordered flags at half-staff throughout Belmont County and at the Ohio Statehouse to honor former State Senator James Carnes, who served in the Ohio Senate from 1995 to 2004 and later held positions in state government. Carnes, 84, passed away on April 25, 2026, and was remembered as a dedicated public servant who loved his family and country. The half-staff order honors his life and service to southeastern Ohio on the day of his funeral, May 4, 2026.
